The solitary $4,000,000 bid received on the AWWA D110 style strand wrapped tanks had been declared invalid by the EPA (who was partially funding the project) because of lack of fair competition. The contractor then invited nationwide proposals from tank designers and prestressing firms. The tendon tank design by our firm won.
